DDEC's 2024 performance evaluation combines information from tax returns and annual reports for Act 60 and predecessor programs. Because many active decrees during the evaluated years were issued under former Acts 20 and 22, the figures below are labeled by year and measure rather than presented as new Act 60 grants issued in that year.

Compliance Matters

DDEC reported significant enforcement activity during 2025.

The Office of Incentives reported auditing 1,798 decrees, including Resident Individual Investor and Export Services decrees, resulting in 305 deficiency notices, 19 annulments and 4 revocations. DDEC also reported more than 887 voluntary surrenders.
